If you just want to get rid of modern electronics, you can simply postulated magically generated E-M pulses.

What if the magicians or sorcerers or whoever has magic are doing it to make sure higher kinds of technology (say late 20th century onward) can't be used either against or to replace them?

Excellent motive, but you would still need the method.

It would probably require extraordinary power, making these people very important in other ways.

I had more the idea that it was a group of them doing this, not just some random individuals.

Thanks for pointing this out - something that needs to be told more often. It is such an obvious flaw in the story when I see in fantasy stories where technology doesn't work but the natural laws used by this tech are still present. It just tells me that some people have no idea how technology works.
