In Harmon's Regency Mage series, there are various "Regional Magic Guilds" that enforce the Masquerade no matter who rules the "country".

The problem for me was, "why didn't the British/English Guild" takes sides in the various English wars about who is the rightful king".

In story, the answer is "We had a higher calling", but I find that hard to buy into. (Note, apparently their only concern about telling Cromwell was "he isn't a king" but they finally had to talk with him).

Note, apparently the American branch of the English Magic Guild broke off when America declared its independence.

Considering what I know about the differences in opinion in the Thirteen Colonies concerning Independence, I found that hard to believe.

How serious is "broke off"? Was it an administrative matter, or a dispute as serious?

Did dissenting mages go to Canada?

In story, it was the American branch of the Guild "shut down" the Magical Gate between the US and Britian.

Apparently, the American branch was still "following the standard rules about hiding magic" so the Main British Guild "wasn't worried" about the break off.

No word about what the dissenting mages did or didn't do.

If enough of them are snooty, and others act snooty because it's useful, and still others are intimidated into acting snooty, it might be feasible.
